As Chairman of the Appomattox County Republican Committee (“the Committee”), and pursuant to the Plan of Organization of the Republican Party of Virginia and as recommended and directed by the Committee, I, Christian Raymond, do hereby issue this call for a Mass Meeting to be held at the Appomattox Community Center (220 Community Ln, Appomattox, VA 24522), or its alternate site, starting at 1:00 p.m. EDT on Saturday April 17, 2021. Registration begins at 11:30 a.m. and ends at 12:59 p.m., after which the mass meeting shall be called to order. All individuals in line at the designated time will be registered.
The purposes of the meeting are as follows:
Electing up to two-hundred and ten (210) Delegates and an equal number of Alternates to the Republican Party of Virginia 2021 Convention (“RPV Convention”), to be held on Saturday, May 8, 2021, beginning at 9:00 a.m., at Liberty University (1971 University Blvd., Lynchburg, VA 24515), or alternate site or date as RPV deems, for the purpose of nominating one (1) Republican candidate each for the offices of Governor, Lieutenant Governor, and Attorney General in the November 2, 2021, General Election, and for transaction of such other business as may properly come before the convention. Each unit is entitled to one (1) Delegate Vote per two hundred fifty (250) Republican votes for Governor and President at their last election, so that Appomattox County is entitled to forty-two (42) Delegate Votes.
a) To elect Republican nominees for the following local offices:
Supervisor, Piney Mountain District
Supervisor, Courthouse District
b) To endorse Republican candidates for the following offices:
School Board member, Piney Mountain District
School Board member, Courthouse District
School Board member, Falling River District (special election)
For the transaction of such other business as may properly come before the mass meeting.
Qualifications for Participation
All legal and qualified voters of Appomattox County under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.
Mass Meeting participants must present one of the forms of identification listed in the Code of Virginia in order to participate (a valid Virginia driver’s license, a valid United States passport, or any other photo identification issued by the Commonwealth, one of its political subdivisions, or the United States; any valid student identification card containing a photograph of the voter and issued by any institution of higher education located in the Commonwealth or any private school located in the Commonwealth; or any valid employee identification card containing a photograph of the voter and issued by an employer of the voter in the ordinary course of the employer’s business).
In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nominating process of a party other than the Republican Party in the last five years from March 1, 2016. A single exception to this restriction shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that they are in accord with the principles of the Republican Party and intends to support the nominees of the Republican Party in the future.
Mass Meeting participants wishing to vote in the nomination contest for Supervisor and or the endorsement contest for School Board in any of the above listed election districts may do so via a district-specific ballot if and only if they are registered to vote in the respective districts where the contests on the ballot take place. An option for “No candidate” shall be listed on the ballot as an alternative option to abstention.
Candidates for Delegates at this Mass Meeting may file the delegate pre-file form listed below with Karen Angulo, Vice Chair, by physical mailing to PO Box 183 Concord, VA 24538, or by physical delivery; contact Karen Angulo at (434) 333-5413 for delivery location arrangement. Alternatively, the pre-file form may be scanned and emailed to email@example.com and carbon-copied to Christian Raymond, Chairman, at firstname.lastname@example.org. All pre-file forms may be received either by mail, physical delivery, or email by the deadline of 5:00 p.m. on Friday April 16; postmarks are not evidence of receipt by the deadline. A copy of the official pre-file form for the RPV Convention may be found online on the Appomattox GOP website or at https://virginia.gop/wp-content/uploads/2021/03/Delegate-Form-Fillable.pdf. A voluntary contribution of $25.00 is requested, but not required, of each Delegate and Alternate Delegate to the RPV Convention to help defray the costs of the convention, made payable to the Republican Party of Virginia. All delegate fees need to be submitted directly to the Republican Party of Virginia by check, money order, or by credit card online at http://virginia.gop.
Candidates seeking the Republican nominations for Supervisor in the Piney Mountain District or Supervisor in the Courthouse District shall pre-file their candidacies with Christian Raymond, Chairman, by written statement via mail (P.O. Box 2882, Appomattox, VA 24522) or physical delivery at an agreed time and location (call the Chairman at 434-664-9099 to arrange), along with a filing fee equal to the filing fee in a primary nomination contest for that respective office. The filing deadline for any office shall be 5:00 p.m. Tuesday April 13, 2021. Candidates seeking the Republican endorsement for School Board in the Piney Mountain District, School Board in the Courthouse District, or School Board in the Falling River District (special election), shall contact the Chairman by the above deadline in order to have their names placed on an endorsement ballot at the Mass Meeting.
Military Members as Delegates
Military Members (any members of the Virginia National Guard, or the United States Armed Forces, Merchant Marine, or Coast Guard currently serving on active duty) who comply with these filing requirements shall not be required to be elected, but shall be declared delegates pursuant to Article VIII, Section H. of the Plan of Organization of the Republican Party of Virginia.
Military Member delegates or alternate delegates that are unable to attend the convention in person due to obligations of their official military orders, shall have their votes cast within their unit delegation according to candidate preference ballots. Instructions regarding the casting of candidate preference ballots are available in the Call for the Convention, which is available on the website of the Republican Party of Virginia, http://virginia.gop, and the Appomattox GOP website, http://appomattoxgop.com.
If not more than the number of persons to be nominated or elected shall file for Delegate to the RPV Convention, then such properly filed persons shall be declared nominated or elected as the case may be, pending verification of meeting the qualifications as outlined in this Call, and no mass meeting will occur. Should election of Delegates be cancelled, the Mass Meeting may also be cancelled. Any notice of cancellation will be posted on the website of the Republican Party of Virginia, http://virginia.gop, and the Appomattox GOP website, http://appomattoxgop.com.
This Call shall be posted on the website of the Republican Party of Virginia (http://virginia.gop) and the Appomattox GOP website (http://appomattoxgop.com). Requirement of publication of this Call in a newspaper of general circulation has been waived by unanimous vote of the Appomattox County Republican Committee.
